Reward and Penalty
- Act 1 General Regulations

- Article 1 (Purpose)
- The following guidelines aim to establish specific criteria for granting rewards or enforcing penalties in accordance with Article 48 of the “Seoul National University Gwanak Residence Halls Student Dormitory Enforcement Regulation.” [Revised 2024.02.23]
- Article 2 (Reward and Penalty Committee)

- ① The Dean shall establish a Reward and Penalty Committee (hereinafter referred to as the ‘Committee“) to deliberate on important matters related to residents’ rewards and disciplinary actions.
- ② The Committee is composed of the Dean, Vice Dean, and staffs or resident advisors designated by the Dean.
- ③ The Committee holds regular meetings, and if deemed necessary by the Dean, may convene ad-hoc meetings. However, the Committee generally follows the principle of reviewing cases within 30 days of receiving a proposal. A meeting is held in the second half of each year to select exemplary residents.
- ④ The Committee may be substituted by the Operational Committee under Section 10 of the ‘Gwanak Student Residence Hals regulations’
- Article 3 (Function of the Reward and Penalty Committee)

The Committee will review the following matters:
- 1. Issues related to rewards and penalties
- 2. Matters related to the selection of exemplary residents.
- 3. Other matters that the committee chair deems necessary or deliberation concerning rewards and disciplinary actions.
- Article 4 (Reward)

- ① The Dean may reward those who contribute to the prosperity of the residence halls or demonstrate exemplary behavior in communal living.
- ② The types of rewards include ‘Exemplary Resident“, and the selection is determined by the Dean after deliberation by the committee, based on recommendations from the resident advisors of staffs.
- ③ Those who have accumulated 6 rewards points or more within a 2 year period may be recommended for an exemplary resident of the year. [Revised 2024.02.23]
- ④ Exemplary residents will be granted priority for the dormitory application process, as long he/she applies for residence in the following year, maintaining eligibility for residency. [Revised 2024.02.23]
- ⑤ Notwithstanding the provisions of the Clause 3, those who have not received commendations but have demonstrated exemplary behavior, and are expected to have positive influences to others, may be rewarded as an exemplary resident after committee deliberation.
- Article 5 (Penalty)

- ① The Dean may discipline those who hinder the prosperity of dormitory lie or engage in behavior incompatible with communal living.
- ② Disciplinary actions are determined by the Dean after deliberation by the committee, based on recommendations from the resident advisors or staffs.
- ③ The types of disciplinary actions include ‘Permanent Eviction“, ”General Eviction“, and ”Restriction of Residence Application Eligibility“ with the following effects.
- 1. Permanent Eviction: Residents falling under the category of permanent eviction in Attachment 2 must vacate the dormitory within 14 days of receiving the eviction notice. In addition, regardless of academic changes, their eligibility for dormitory residence applications is restricted.
- 2. General Eviction: Residents with a cumulative penalty of 10 or more points must vacate within 14 days of receiving the eviction notice. Furthermore, penalties incurred after the decision does not affect the eviction decision. [Revised 2024.02.23.]
- 3. Restriction of Residence Application Eligibility: Residents with a cumulative penalty of 6 or more points lose eligibility to apply for residence in the following year. However, even if eligibility is obtained, residents with a cumulative penalty of 6 or more points at the time of occupancy lose their residence eligibility for that year.
- ④ The effectiveness of disciplinary actions is valid regardless of academic status and is notified to the entire university, including Yeongeon, Hamcheon, and Sangnok dormitories, and can be enforced.
- Article 6 (Reward and Penalty Rule of Limitation)
- The request for rewards or disciplinary actions cannot be made more than 1 year after the occurrence of the reasons for rewards or disciplinary actions.
- Article 7 (Reward Points)

- ① Attachment 1 lists the criteria for reward points.
- ② Reward points are determined by the Dean after deliberation by the committee, based on recommendations from the resident advisors or staffs. The proposal should be accompanied by the opinions of the recommending resident advisors or staffs regarding the actions of the resident in question.
- ③ Reward points may also be granted for matters not specified in Attachment 1, after deliberation by the committee.
- Article 8 (Penalty Points)

- ① Attachment 2 lists the criteria for penalty points.
- ② Penalties are determined by the Dean after deliberation by the committee, based on recommendations from the resident advisors or staffs . The proposal should be accompanied by the opinions of the recommending assistant or staff regarding the actions of the resident in question.
- ③ The recipient of penalties may submit an explanation by submitting a statement to justify their actions.
- ④ In the following cases, the resident will receive penalty points that is 1.5 times the most serious action. [Revised 2024.02.23.]
- 1. If one action violates multiple regulations
- 2. If a regulation is violated with multiple acts
- ⑤ If the actions leading to penalties occurred under the influence of alcohol, the penalty is multiplied by 1.5 according to the preceding clauses. [Revised 2024.02.23.]
- ⑥ If the final penalty is not an integer, it is rounded up to the nearest whole number. [Revised 2024.02.23.]
- ⑦ Penalties are assigned based on the outcome of the actions, and considering the intent, they may be higher or lower than the penalty criteria. [Revised 2024.02.23.]
- ⑧ Matters not specified in Attachment 2 may also be subject to penalty after deliberation by the committee.
- Article 9 (Effective period of Penalty/Reward Points)

- ① Rewards and penalties, excluding permanent eviction, are offset against each other. Each reward and penalty is valid for a period of 4 academic semesters from the point of final deliberation. [Revised 2024.02.23.]
- ② The criteria for academic semesters are based on the semester start date of the university academic schedule.
- Article 10 (Request or a retrial)

- ① Residents who have received penalties of demerits or more and wish to raise objections may submit a written objection within 7 days from the date of notification. [Revised 2024.02.23.]
- ② The applicant must describe in detail the unfairness of the disposal according to the principles of fairness and submit it to the resident advisor or staff.[Revised 2024.02.23.]
- ③ The corresponding resident advisor or staff must submit the objection application and their opinion, including the objection raised by the individual who received penalties of demerits or more, as materials for the committee's meeting.
- ④ If the Dean deems the reasons to be invalid, they may confirm the original decision. In this case, further requests for reconsideration regarding the same disciplinary action are not allowed. [Revised 2024.02.23.]
- ⑤ If procedural errors occur or significant new facts are discovered after the disciplinary decision, the Dean will review the case through the committee. [Revised 2024.02.23.]
- ⑥ If the original decision for residents falling under Article 5, Paragraph 3, Clause 1 and 2 is confirmed, they must vacate the room within 14 days from the date of the initial eviction notice. [Revised 2024.02.23.]
- Addendum

- Article 1 (Date of execution)
- These regulations shall be effective from the date of promulgation of the "Gwanak Student Residence Halls Enforcement Regulations."
- Article 2 (Penalty/Reward Exceptions)
- Rewards and penalties received prior to the implementation of this guideline can be offset, with penalties converted to commendations, within a period of up to 2 years. The residency qualification will be adjusted according to the offset score.
